CSTU Scholars Join National Dialogue on Youth Policy Development

On March 13, 2026, representatives of Cherkasy State Technological University—Head of the Department of Social Security Inna Bielova and Associate Professor Liudmyla Ternova—took part in the event “Youth Policy in Higher Education: Results and Prospects,” held at the Kyiv School of Economics.

The panel discussions featured high-level speakers, including Deputy Minister of Youth and Sports of Ukraine Uliana Tokarieva; Chief of Child Protection at UNICEF in Ukraine Jean Choi; Head of the National Agency for Higher Education Quality Assurance Andrii Butenko; Director General of the Science Development Directorate at the Ministry of Education and Science of Ukraine Hryhorii Mozolevych; and Rector of the Kyiv School of Economics Tymofii Brik.

During the event, participants outlined key initiatives aimed at advancing youth policy in higher education. These included the launch of a master’s program in Public Management and Administration of Youth Policy; the introduction of nine elective courses on youth policy and youth work across Ukrainian universities; the development and delivery of professional training programs for higher education faculty titled “Youth Policy and Youth Work”; and the creation of a practical guide for implementing elective courses on youth policy and youth engagement.

A key practical outcome of CSTU’s participation was the planned update of the educational process within its Department of Social Security. In particular, the department is set to introduce a new elective course, “Youth Policy and Youth Participation,” in the third semester. The course was developed by Associate Professor Liudmyla Ternova following her completion of advanced training programs, enabling the integration of modern approaches to youth policy and youth work into the curriculum.

The event served as an important platform for discussing contemporary approaches to shaping youth policy in higher education, as well as for exchanging best practices in fostering youth engagement within the university environment.

The initiative “Youth Policy in Higher Education: Results and Prospects” is part of the broader project “Youth Participation and Policy: Strengthening Youth Engagement, Governance, Budgeting, and Life Skills Development in Lviv, Volyn, and Zakarpattia Regions.” The project is implemented by the NGO Youth Platform with support from UNICEF and financial backing from the Government of Germany through the German state development bank KfW.
